Save the Children UK: Child Rights in the Occupied Palestinian Territory: 2010 Review

‘There were 4.05 million Palestinians living in the occupied Palestinian territory (OPT) as of
mid-2010—62.1% in the West Bank and 37.9% in Gaza.

An estimated 1.97 million, or 48.6% of the
total population, were under the age of 18 (or an estimated 1.22 million children in the West Bank and
746,630 children in Gaza).

‘The Palestinian economy continued to grow in 2010 (9.3% growth in real GDP up from 6.8% in 2009). Gaza saw significant economic growth (15% up from 1% in 2009) while growth in the West Bank was less dramatic (7.6% down from 8.5% in 2009). The opening of crossings into Gaza allowed
for goods to flow to the manufacturing and agricultural sectors. Nevertheless, this economic growth
was primarily driven by donor assistance and not viewed as sustainable under current conditions.

Unemployment rates went down marginally (23.4% at end 2010, down from 24.8% at end
2009). Unemployment remained higher in Gaza at 37.4% (39.3% in 2009) compared with 16.9% in the
West Bank (18.1% in 2009).

In 2010, 31.9% of households in Gaza suffered from poverty compared with 16% of households
in the West Bank. Nearly 27 percent (26.9%) of children in the OPT were poor (living in households
with income below the national poverty line)—38.4% in Gaza and 19% in the West Bank.

In Gaza,
households that remain above the poverty line are highly vulnerable to becoming poor.

52% of households in Gaza faced food insecurity and an additional 13% were vulnerable to
food insecurity during the first half of 2010 (compared with 61% in 2009). In rural areas of Gaza, 69%
of households faced food insecurity.

This translates to more than 90,000 children at risk of food insecurity in Gaza.

Similar to 2009, 71% of families in Gaza received at least one form of social assistance, mostly
in the form of food assistance, which plays a crucial role in alleviating poverty.

Still, almost one-third
of households did not maintain a diet with varied and nutritious foods.’

In the West Bank, 29% of
children were refugees; in Gaza, the percentage was much higher at 67%.

UN Report on Indigenous Peoples

New UN Special Rapporteur report refers to Israeli policies toward Bedouin citizens in the Negev. Pp.24-31

‘the people in the Government-created towns reportedly rank at the bottom of all the indicators used by the State to measure social and economic wellbeing. Furthermore, the Bedouin have complained that they cannot continue to live in their traditional manner in these urban areas, given that raising crops or animals in the towns is not allowed.’

?’Reportedly, out of approximately 155,000 Bedouin living in the Negev today, around half live in the recognized towns created by the Government and half live in 47 so-called “unrecognized villages”. According to the information received, although officially unrecognized, the majority of these villages were established prior to the creation of the
State of Israel, and virtually all were established prior to the creation of the Government-created towns. The unrecognized villages are denied all forms of basic infrastructure and are not allowed to build or develop in any way. Building permits may not be issued in unrecognized villages, resulting in Bedouin individuals being indicted continually for “illegal” construction and in countless Bedouin homes being subject ot demolition orders.

It is further alleged that, since the early 1990s, Bedouin people living in unrecognized villages throughout the Negev desert have experienced ongoing demolitions of their homes and
villages by Israeli authorities.”

The Special Rapporteur gives the racist Israeli government a hard smack.

‘First, the Special Rapportuer acknowledges the position of the State of Israel that it does not accept the classification of its Bedouin citizens as an indigenous people given that
Bedouin tribes arrived to the Negev area late in the Ottoman era, mainly from Saudi Arabia and Egypt, to an already existing legal regime. The Special Rapporteur notes, however, the
longstanding presence of Bedouin people throughout a geographic region that includes Israel, and observes that in many respects, the Bedouin people share in the characteristics of indigenous peoples worldwide, including a connection to lands and the maintenance of cultural traditions that are distinct from those of majority populations. Further, the
grievances of the Bedouin, stemming from their distinct cultural identities and their connection to their traditional lands, can be identified as representing the types of problems
to which the international human rights regime related to indigenous peoples has been designed to respond. Thus, the Special Rapporteur considers that the concerns expressed by
members of the Bedouin people are of relevance to his mandate and fall within the ambit of concern of the principles contained in international instruments such as the United Nations Declaration on the Rights of Indigenous Peoples. ‘

BDS Protest Against Apartheid Israel Near Max Brenner in Brisbane

Ian Curr at the Workers Bush Telegraph reports on the protest at South Bank against Israeli company Max Brenner’s support of apartheid and occupation.

Ironically, the BDS protest was opposed by a strident group of “Zionists, people mobilised by Max Brenner and University of Qld Liberal club … heavily supported by the Australian Patriotic Defence Movement (APDM), a fascist organistion here in Australia”.

With no irony they shouted slurs like ‘racists’ ‘anti-semites'(curious because some of us are semites) and ‘traitors'(to what, the Israeli flag they carried?). Some held up placards of the Australian Flag.

..The cops used water barricades to separate us from the abusive mob. Our speakers could not be heard above the din as the slanging match began. No reasoned debate was possible. The mob held up ‘Never Again’ placards, taking the holocaust slogan in vain. How could Jewish people stand alongside Nazis from the APDM to shout us down is beyond me. Our message was never about race or religion, it was about democratic rights for Palestinian people indicated in the three demands of the BDS movement …

Ian says that ‘This was the first time in 30 years that a demonstration I have been in had been attacked by the organised right.’ The opposition of the white supremacist far right against the anti-racist, pro-human rights BDS solidarity for Palestinians which includes amongst its supporters many Jewish people is unsurprising. White supremacists either hate Arabs only slightly more than they hate Jews, or hate Jews only slightly more than they hate Arabs. White supremacists are opportunistic with their allegiances, gravitating to support other intrinsically fascist movements – like political zionism, which erroneously claims to represent the aspirations for ‘security’ of all Jews by the false premise and maintenance of a racist religio-ethnic state built on the dispossession, subjugation and de-privileging of Palestinian people. Like other groups, Jews should be able to live safely anywhere, without compromising the collective and individual human rights of others.

‘… the Qld Teachers Union QTU had just passed a motion in support of the Boycotts, Divestments and Sanctions BDS campaign. Inside the Convention Centre next door the teachers had voted to continue to support the BDS.’

The next Brisbane Justice for Palestine meeting will be held on 14th September at 6.30pm at the TLC building.

For decades the mantra of a Palestinian state side by side with the state of Israel has been the only solution given any credence. But now Israeli Prime Minister Benjamin Netanyahu is going all out to prevent it, while a long-time supporter in Australia is deciding between a ”no” vote in the UN or abstaining.

The arguments for and against statehood are many. There is a sense of foreboding in many Palestinians and supporters who see the statehood bid as only further entrenching Israel’s occupation, with no prospect of an intransigent Israel abiding by international law.

Negotiations are, in fact, a ruse to keep the old discredited paradigm of a two-state solution going for as long as it takes Netanyahu to achieve his goal of a Greater Israel.

More than the statehood bid, what threatens the Greater Israel dream is the fast-growing global Boycott, Divestment and Sanctions movement. Modelled on the movement that helped bring down apartheid South Africa, BDS is adding to the tremors being felt in the power structures that have enabled Israel to wreak such havoc at home and in the region.

For peace and a just solution, it is time to hold Israel to account.

Rioting Against the Rich

Consumerism says “Buy”, crisis capitalism says “Only if you are rich.” UK debtor’s prisons don’t have walls these days, they are council estates with invisible class walls. Since David Cameron can’t see any relationship between poverty, cuts in youth service funding and social services, and an increase in youth crime, he needs to get out of the Circumlocution Office more often.

As he introduces further austerity measures which will impact most upon already disadvantaged people, Cameron forgets that prevention is better than cure, ignoring the existing vast wealth and privilege inequities, the alienation of youth who feel and are made to feel unwanted. Ostracism is society’s most powerful tool against vulnerable people and the UK government is leading the charge.

Three years after Wall Street precipitated a global crisis, British youth unemployment reached record levels earlier this year, An analyst noted that “”Being out of work for more than a year can have a scarring effect, making it harder to get a job as well as having a negative impact on one’s health and wellbeing,” adding: “The Government’s decision to abolish job guarantees for young people may leave a generation of young people scarred for many years to come.”

By 2008, Great Britain had reached the highest level of income inequality in more than half a century, and the austerity measures imposed by the new government targeted the victims of that inequality. As a recent report showed, the poorest 10% of the population saw their real income fall over the last decade, while “richest tenth of the population have seen much bigger proportional rises in their incomes than any other group.”

The riots began in Tottenham, which has the highest unemployment rate in London. Youth clubs have been closed, because the austerity economics regime slashed 75% of the youth services budget. And, as Seumas Milne points out, young people in the neighborhood said the club closings could lead to rioting, as bored and anxious young people take to the streets.

And the austerity crowd has slashed police budgets, too, just as the House Republican budget did here in the United States. Even law and order, that shibboleth of conservatism, takes a back seat to the radical austerity ideology. That makes it harder for the right and the pseudo-center to justify their discredited policies, leaving them to come up with increasingly shrill and implausible explanations for the violence.

Where are the tallest pillars of this society to provide ethical models and strategies to lead youth toward hope and a future of their choice? As David Harvey highlights:

But the problem is that we live in a society where capitalism itself has become rampantly feral. Feral politicians cheat on their expenses, feral bankers plunder the public purse for all its worth, CEOs, hedge fund operators and private equity geniuses loot the world of wealth, telephone and credit card companies load mysterious charges on everyone’s bills, shopkeepers price gouge, and, at the drop of a hat swindlers and scam artists get to practice three-card monte right up into the highest echelons of the corporate and political world.

A political economy of mass dispossession, of predatory practices to the point of daylight robbery, particularly of the poor and the vulnerable, the unsophisticated and the legally unprotected, has become the order of the day.

Thatcherism unchained the feral instincts of capitalism (the “animal spirits” of the entreprenuer they coyly named it) and nothing has transpired to curb them since. Slash and burn is now openly the motto of the ruling classes pretty much everywhere.

This is the new normal in which we live. This is what the next grand commission of enquiry should address. Everyone, not just the rioters, should be held to account. Feral capitalism should be put on trial for crimes against humanity as well as for crimes against nature.

Cameron’s reaction is to glower about the social media, like a petty dictator in the Middle East which imperials implanted and cossetted then looked down upon and chastised for draconian measures against insurrection, foolishly imagining he can commit a human rights violation by preventing internet access and escape public opprobrium. When other countries use social media to struggle for democracy, it is acclaimed, yet now Cameron wants to control it and demonises it. For easy approval in uncertain times, Cameron fervently supports Laura Norder – Tory opportunism and personal conviction coincide. If looters’ parents are to be held responsible for their childrens’ crimes and evicted from their homes, why is Murdoch able to evade his corporation’s crimes? Is it a surprise that youth without hope and nothing to lose have followed the UK elite’s no-blame no-criminality culture? Prepare for the fight against increased withdrawal of civil liberties, as the ruling elite defend their piles of loot by any means they can muster. The local small businesses targeted by youthful insurrectionists on their rampage are the meat in the sandwich and offer Cameron a wedge – he can protect them from and coopt them againt the loathsome youth menace without reference to the underlying malaise which has festered during years of neglect.

Cameron could ensure affordable education, health, social services and housing, but prefers to raid taxpayer funds to employ more cops with increased leeway for brutality to protect property, which for Tories, comes before people, particularly hated youth. Businesses damaged by looting will be recompensed from the public purse, yet where’s Cameron’s compensation to the public for decades of economic irrationalism and elite looting? When will shorters of banking stocks get their comeuppances? Cameron’s response to unrest caused by vast inequities of wealth and privilege is to add fuel to the fire with mass arrests and incarceration – sure to enrage youth further and solidify their untouchability. With thousands of arrests promised, the 3 private corporations – G4S, Kalyx and Serco – who run 11 of Britain’s prisons will be dining well this week. Perhaps Australia will be seeing more British ships loaded with the raddled empire’s unwanted felons arriving on its shores.

Dr. Clifford Stott, who specialises in crowd psychology at the University of Liverpool, sounds a prescient note:

While there is no real causal relationship, however, he [Dr. Clifford Stott] noted that in societies that see outbreaks of riotous behaviour, the existence of large disenfranchised population is a common factor.

“One of the things that we know about riots is that they are underpinned by perceptions of illegitimacy of authority,” he said.

The tendency to cast crowd action as either explosions of mob irrationality or criminality – something common to both authoritarian and democratic governments, Stott said – undermines attempts to understand the root causes behind the violence.

“It is the dominant discourse around riots, it always has been,” he said. “Society tends to pathologise collective action.”

Fascists love scapegoats, and conveniently, youth don’t vote. But their mums and dads do – Cameron and his foppish old school tie set’s days in power are numbered. But will there be sufficient mobilisation amongst the UK people to support an end to an obscenity which sacrifices the futures of UK children and livelihoods of small business people in their community to obscure malevolent ruling class pillage? A vicious, classist society which doesn’t care about all of its youth sabotages its own future.

Unequal justice for property crime: Out of the 1.7m cases heard in magistrates courts last year, only 3.5% were remanded to jail. These figures from this week show a rate of nearly 60% remanded to jail, where their criminality may be ensured, not cured.

Cameron uses riots as excuse to crack down:

Meanwhile Cameron threw cash at firms that have lost money in the riots, saying even uninsured shops will get payouts.

He said any shop affected won’t have to pay business rates, can defer its tax and claim from a £20 million “high street support scheme”.

So while he claims there’s no money for youth centres, or workers’ pensions, or anything else being cut, he can suddenly produce piles of cash for businesses.

Meanwhile it was revealed that MPs will be getting all their flight costs and hotel bills on expenses to compensate them for having to come back from their holidays.

And they’ll also be given money to fly back out again and continue their getaways.

Who are the real looters?

The British government committed a great sin when they ignored this element in society, and focused all their attention on how to save the rich and made hundreds of billions to rescue the banking system -which is the mainstay of the capitalist system – from collapse in 2008, by reducing public spending and cutting billions from the budgets of public services, which led to worsening unemployment, and with it the suffering among the disadvantaged class.

Even growth’s blunt promise of material prosperity is failing. GDP in the UK increased by 11% from 2003 to 2008. Over the same period, median real incomes stagnated. A ‘Peace Team’, co-sponsored by the Peres Center and Al Quds Association for Democracy and Dialogue, will take part in the Australian Football League (AFL) Cup this August. In preparation, a delegation from the Australian Football League visited Israel this month to meet with the Peace Team, accompanied by Australian media, (which might explain why one of the Team’s sponsors is Sydney’s Israel Travel Centre). The Team will also participate in a welcome function at Marrickville Town Hall on 18 August. This is in spite of the fact that Marrickville Council voted to “in principle” support a Green Party-led boycott of cultural and sporting exchanges with Israeli institutions. Archbishop Desmond Tutu sent a letter praising the Council for taking a stand, noting that ‘Ten Marrickville councillors – five Greens, four Labor and one independent – voted to support the boycott campaign against Israel last December, provoking condemnation from federal and state politicians, Jewish groups and media commentators. The motion was overturned in April, when all the Labor and two Green councillors withdrew their support.’ Ziyaad Lunat, a member of the Palestinian Boycott, Divestment and Sanctions (BDS) National Committee (BNC), told me “Al-Quds Association are part of a program that includes a stop-over at Marrickville, Australia, participating in anti-BDS propaganda set up by pro-occupation groups.” As ‘Merc’ says in the post Foul Play, ‘all it took was a little email from a Zionist, and the Victorian Greens (‘we’), without any discernible thought or research, threw caution to the winds and embraced a cheap little Zionist BDS-busting PR stunt.’ I asked Australians for Palestine’s Public Advocate, Samah Sabawi, to comment and she said, “What can be more appealing for those of us in Australia who are passionate about peace in Israel/Palestine than to welcome the AFL Peace Team? The answer: the idea that when members of this team return to their homes, the Palestinian players would not have to go through dehumanising checkpoints, around high barbed wire walls and into Bantustans surrounded and suffocated by a matrix of Jewish-only roads, settlements and security zones.”

Editor’s Note:  As the French boat makes its way to Gaza alone, the rest of
the flotilla is still trying to find ways of leaving Greece.  The captain of
the US boat has been released from prison and the charges have been dropped..  
The passengers of the Canadian boat the “Tahrir” Michael Coleman and Soha
Kneen have also been released from custody and will appear in court in the
morning and will receive suspended sentences.  Although Sandra Ruch has been
released, she faces the charge of allowing the boat to leave port without
proper authorisation. (Sandra, a Jewish-Canadian on the “Tahrir”  is
refusing to surrender the boat’s registration papers.)  Spanish activists
have taken over the Spanish embassy in Athens

Thank you to everyone who wrote or telephoned the Greek embassy and
consulates.  Some managed to get through while others found that some of the
emails bounced back.  The emails and phone numbers were correct, but
embassies/consulates are known for changing their contact details.

Navy braced for Gaza-bound French boat sailing from Greece

The Israel Navy is prepared to stop a French vessel that set sail from near Greece on Tuesday and that is believed to be heading to the Gaza Strip in an effort to break an Israel-imposed sea blockade, said government officials.

On Tuesday afternoon, organizers announced that the small French yacht named Dignity had left waters near Greece with eight passengers on board en-route to Gaza.

Meanwhile Tuesday, John Klusmire, the captain of the US-flagged ship Audacity of Hope who was arrested last week for trying to sail to Gaza, was released from custody.

About 20 Spanish activists, from the ship Guernica, occupied their nation’s embassy in Athens on Tuesday to protest against the ban and demand their government’s support.

Editor’s Note: Australian participant on the Freedom Flotilla to Gaza
Michael Coleman has been arrested by Greek Police for attempting to block
their pursuit of the Canadian boat the “Tahrir” as it left port. Michael
and Soha, another Canadian Flotilla team member, were in two kayaks beside
the “Tahrir”. As soon as the boat’s motors started, Michael and Soha
paddled to the immediate prow of the coastguard and managed to stay there
for at least 5 minutes which prevented the coastguard from stopping the
Tahrir from leaving. Eddie O’Loughlin, who has provided this latest update,
says that a Canadian Flotilla team member has assured him that a legal team
is working on freeing Michael. They are still not sure as to what the
specific charges against Michael will be.

Please telephone or write to the Greek embassy in Australia and also the
consulates asking them to pressure Greek authorities to release Michael
Coleman and to allow the Freedom Flotilla to continue its mission to
Gaza. Also letters and calls to our own government representatives are
important asking them to pressure the Greek government to release Michael
Coleman and the Tahrir.

Statement of the Greek Government on their site

Foreign Ministry Announcement regarding Greece’s intention to undertake the task of transporting humanitarian aid

Despite the request of the Secretary General of the United Nations, the recommendations of the EU reflected in the conclusions of the European Council, yesterday’s relevant appeal of the Quartet and the Greek Foreign Ministry’s urging not to participate in the flotilla attempting to break the Gaza blockade, certain groups of Greek and foreign citizens, without having received the necessary permission required according to the rules of safety, insisted to go through with the enterprise.

In light of these developments and concerned primarily with the protection and safety of human life, the Greek Government decided to ban the departure from Greek ports of vessels with Greek or foreign flags bound for Gaza.

Greece’s stance regarding the need to lift the Gaza blockade and to improve the humanitarian conditions in the area is known and remains unchanged. Greece’s positions of principle for the need to respect international law and not to resort to the use of force are also well known. Greece, as it is widely known, actively supports the resumption of peace talks, which constitute the only road to a comprehensive and viable resolution of the Palestinian issue, with the creation of a Palestinian state that will coexist peacefully with the state of Israel. These positions have been made clear to all concerned parties.

In this context, Greece reiterates its willingness and proposes to undertake the task of transporting the humanitarian aid, with Greek vessels or other appropriate means, through the existing channels as requested by the Secretary General of the United Nations.

To this avail, Greece will come into immediate and direct contact with the UN and all the concerned parties, in order to render the mission feasible on behalf of our country.

In this critical conjuncture, we should all demonstrate a sense of responsibility or assume entirely and exclusively the responsibility for our actions. The Government will act as it must in an orderly fashion and according to the laws of the State.
